The Commissioners' Court of Tom Green County Texas met in Regular Session, September 17, 2019 in the Edd B. & Frances Frink Keyes Building with the following members:

1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. The Invocation was given by Commissioner Ralph Hoelscher.
Commissioner Hoelscher led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
4. Moved to approve the following items on the CONSENT AGENDA as presented:

6. Consider county wide burn ban.  No Action.  Burn Ban remains in effect.

7. Recessed the Open Session and Convened Public Hearing at 8:39 AM to take public comment and answer questions regarding eligibility and designation of reinvestment zone for property tax abatement in the Northwest portion of the County.
Faith Tyler- explained about the  Solar Program. She said it would employee about 120 Construction workers to build the Solar panels.   It will be the second solar project in the area.  The power grid for this project will supply energy to the San Angelo, San Antonio and Austin areas.

Michael Looney- representing the Economic Development at the Chamber of Commerce, reported that the Chamber is in support of this project and the tax revenue from the project will benefit Grape Creek and Water Valley school Districts.

Judge Floyd and Commissioner Farmer both also expressed support of the project.

 
8. Adjourned the Public Hearing and reconvened the open meeting at 8:50 AM.
             
9. Consider adopting a resolution designating a Reinvestment zone (Angelo Solar, LLC) located in TGC, Precinct 3, for property tax abatement under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code.

A. County Courthouse Renovation
Update:  Copy of Contract sent to Phoenix I.  Conference call to discuss combining construction documents.

B. County Detention Construction
Update: Atmos Account will be effective October 1, 2019.  A temporary fire hydrant has been installed to have water for paving all of the connecting roads to the various county facilities.  The floor polishing has caught up with the current construction. Security fencing is being installed. There will be a conference call to discuss the phones and when pulling of cables will start. Working on the installations of the camera systems and all the appropriate signage.  Dryers need vent holes cut to finish installing.

C. Goodfellow AFB - DEAAG project
Update: On schedule, should be finalizing by the end of the month.  
             
 19. Future Agenda Items:  Consider County Clerk's Archive Plan for 2020.
