1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 AM. 

2. The Invocation was given by County Clerk Elizabeth McGill.
Ms. McGill led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item
             
4. Recess the Open Session for public hearing on the District Court Technology Fee (GC5 1 .305) at 8:37 AM.

5. Convened the Public Hearing at 8:38 AM to take public comment and answer questions regarding the District Court Technology Fee (GC5 1 .305).

Nathan Cradduck explained the dedicated purpose set for the utilization of these funds for the restoration and preservation of books and files prior to 1950, as mandated by the Texas Supreme Court.

13. Recessed the Open Session at 8:43 AM for public hearing on the Proposed Tom Green County FY2020 budget.
             
14. Convened the Public Hearing at 8:43 AM and take public comment and answer questions regarding the Proposed Fiscal Year 2020 budget for Tom Green County. Notice: This budget will raise more total property taxes than last year's budget by $3,133,412 or 8.70% and of that amount $411,425 is tax revenue to be raised from new property added to the tax roll this year.
Several Adjustments were discussed that will be added prior to approval.

Moved to approve that the property tax rate be increased by the adoption of a tax rate of $ .55117 which is effectively a 7.99 percent increase in the tax rate.  The tax rate is composed of a Maintenance & Operations rate of $.48333 and an Interest & Sinking rate of $.06784, by individual record vote.

 THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.  THE TAXRATE WILL EFFECTIVELY BE RAISED BY 9.21 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000.00 HOME BY APPROXIMATELY $40.78.

Update: Site work continues.  Inside countertops, electric lines and cabling continue to be installed.  Meeting today.

Update: No action or update presented.

 32. Announcements: 
1.  Acknowledge that today's Court Agenda was posted August 30, 2019 at 1:15 PM.  
2.  Chamber Luncheon will be next Tuesday at the Cactus, with Representative Darby as the Speaker.
3.  September 11, many memorial events are scheduled....check for times and locations.
4.  Commissioner Bacon thanked Judge Floyd and the Staff that worked so hard to prepare and balance the Budget.  Commissioner Farmer also joined in.
