1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. The Invocation was given by Commissioner Sammy Farmer .
Commissioner Farmer led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
4. Moved to approve the following items on the CONSENT AGENDA as presented:

19. Recessed the Open Session for public hearing at 9:15 AM.
 
20. Convened the Public Hearing at 9:16 AM and took public comment and answered questions regarding the PACE (Public Access Clean Energy) Program.

Commissioner Bacon explained that this is an incentive program for Commercial properties to build or renovate utilizing more costly, cleaner, energy efficient technology.

21. Adjourned public hearing at 9:30 AM.

22. Reconvened the Open Session at 9:30 AM.

23. Consider approving resolution to establish a TxPACE program for Tom Green County.

1.  Acknowledge that today's Court Agenda was posted August 9,  2019 at  2:10 PM.

 26.  Judge Floyd adjourned the Regular meeting at 9:34 AM.

Judge Floyd convened the Public Hearing to discuss the proposed Tax Rate at 9:42 AM.
 
Judge Floyd gave a brief summary of the 7 days of department hearings and concerns.   He announced that the second public hearing will be Thursday, August 22nd at 6:30 PM in the Commissioners Court Room.  He also announced that the proposed tax rate and Budget will be voted on September 3rd. 
The room was full of concerned citizens.  Those addressing the court were Steven Hoelscher, Don Chaves, Nelda Allen, Ginger Moore, Dusty Thompson and his wife, Lyle Ann Thee.
No Action was taken.
Judge Floyd Adjourned the Public Hearing at 11:57 AM.
