The Commissioners' Court of Tom Green County Texas met in Regular Session, August 6,2019 in the Edd B. & Frances Frink Keyes Building with the following members:

1. Judge Floyd Called the meeting to Order and Determined that a Quorum was present at 8:00 AM.

2. Recessed the Open Session at 8:02 AM.

3. Convened Closed/Executive Session at 8:02 AM-
The Commissioners' Court will meet in Closed/Executive Session in accordance with V.T.C.A. Government Code, Chapter 551, Subchapter D. as follows:

§551.071 (I) seeking attorney's advice with respect to: (AJ pending or contemplated litigation; or (BJ a settlement offer; or matters where the duty of a public body's counsel to his client, pursuant to the Code of Professional Responsibility of the State Bar of Texas, clearly conflicts with this act; (AJ and/or (BJ including, but not limited to, the following  cases:
§551.072 to deliberate with respect to purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third party.
Consider purchase,  trade, or disposal of real estate

§551.073 to deliberate a negotiated contract for  a prospective gift or donation to the state or the governmental body if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

§551.074(1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee; or (2) to hear a complaint or charge against an officer or employee, unless employee requests a public hearing.
§551.076  to deliberate the deployment, or specific occasions for implementation, of security personnel or devices.
§551.087 deliberation regarding economic development negotiations.
4. Adjournment of the Closed/Executive Session at 8:39 AM.

5. County Judge Stephen C. Floyd reconvened the meeting and ratified that a Quorum is present at 8:44 AM. 

6. The Invocation was given by Commissioner Ralph Hoelscher.
Commissioner Hoelscher led in the Pledges to the United States and the State of Texas. 


7. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
8. Moved to approve the following items on the CONSENT AGENDA as presented: 

A. Acknowledged the minutes from the last meeting(s) of July 30, 2019. 

B. Consider Treasurer Claims Register and Bills to be Paid Report.

 
Moved to approve the Treasurer's Claim Register, through July 26, 2019 in the amount of $316,728.79 and Bills to be paid in the amount of $1,585,373.78.

B. County Detention Construction
Update:  Lots of activity.  Reece Albert working on curbing, parking lot and concrete drive. Inmates are grinding and polishing floors.  Phones are being installed.  Epoxying and finishing the showers, phones are being installed,  power is being connected to IT room and testing the radio communications, painting, wiring, installing ceiling tiles and HVAC system.

C. Goodfellow AFB - DEAAG project
Update: Exhaust fan is going in to the fire hall to complete it.   Work is continuing on schedule in the Dining Hall.  
             
 21.  Future Agenda Items:  Public Hearings for PACE Program and for Budget Hearings.
 
22.  Announcements: 
 
1.  Acknowledge that today's Court Agenda was posted August 2, 2019 at  1:44 PM.  
2.  Public Hearings for the Budget will be August 13, 2019 at 9:30 AM and August 22, 2019 at 6:30 PM in the Commissioners' Court Room.
3.  PACE Public Hearing will be at 9:15 AM August 13, 2019.
