1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. The Invocation was given by Commissioner Bill Ford.
Commissioner Ford led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.

Commissioner Farmer presented a certificate to each member of the Wall 2019 3A State Championship team.

8. Consider recognizing 2nd Lt. Austin Douglas Seamand, 2019 West Point Graduate. (Judge Steve Floyd)
Judge Floyd presented a certificate to 2nd Lt. Austin Douglas Seamand, 2019 West Point Graduate and also recognized him as being a former Wall graduate that was sponsored by Congressman Mike Conaway to West Point.  Lt. Seamand will serve our military as a bomb tech specialist.

17. Consider proposed tax rate for FY20 for Tom Green County, if proposed tax rate will exceed the rollback rate or the effective tax rate (whichever is lower), take record vote and schedule public hearings. (Commissioners  Court)

Moved to acknowledge the current effective tax rate is .51039 and the roll back tax rate is .55182.  The total proposed tax rate to be published is .55182. The maintenance and operation (M&O) rate is .48398 and the interest and sinking tax rate is .06784. Modified motion to add the scheduled required hearing dates will be August 13, 2019 at 9:30 AM and August 22, 2019 at 6:30 PM in the Commissioners Courtroom located at 113 W. Beauregard on the 2nd floor by individual vote as follows.

Update:  Held meeting last week regarding the column in the courtroom.  The original proposal was for 4 phases.  Doing the feasibility and cost estimates for removing the column.

B. County Detention Construction
Update: Reece Albert is working on the back side service road and the curbing. Units G&H are ongoing.  The crane has been moved back on site.  All work on the interiors is ongoing.
