The Commissioners' Court of Tom Green County Texas met in Regular Session, May 5, 2020 in the Edd B. & Frances Frink Keyes Building with the following members:

1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. The Invocation was given by Commissioner Sammy Farmer.
Commissioner Farmer led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
4. Moved to approve the following items on the CONSENT AGENDA as presented: 

A. Acknowledged the minutes from the last meeting(s) of April 28, 2020. 

 
           B.  Moved to approve the Treasurer's Claim Register, through April 24, 2020 in the amount of $400,870.75 and the Bills to be paid in the amount of <$1,359.28>.

6.  Consider Burn Ban.  County Wide Burn Ban is in Effect.
             
7. Recessed the Open Session at 8:39 AM.

8. Convened a Public Hearing at 8:39 AM  to take public comment and answer questions regarding the County's intent to enter a tax abatement agreement. 
Conference call with Josh Stephen and Randal Van Dyke. 
They explained that it was time to replace blades and motors on the wind turbines at the Langford Wind Farm in the southern part of the County in Precinct 4.
Judge Floyd explained the abatement process. 
 Michael Looney, with the Chamber, explained how important the alternative energy projects are to the overall economy of the County and offered the Chambers support for these projects.

9. Adjourned the Public Hearing and reconvened the Open Session at 8:51 AM.

10. Consider and take appropriate action authorizing the County to enter a tax abatement agreement pursuant to the County's Guidelines and Criteria under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code as requested by Langford Wind Power, LLC for approximately $ 60,000,000 in improvements related to an existing wind turbine facility. The property subject to the abatement agreement is land included in the Tom Green County Wind Energy Reinvestment Zone #1 located in Precinct 4 of Tom Green County. The parcels included are owned by one of the following: Stanley J. Mayfield, Alice H. Duff Estate, Julia A. Maier, Andrew Allen et al, Galen B. Akin, Akin G. Grandchildrens Trust, Langford Wind Power LLC, Stephen Thomas Byrns, Julia A Maier & MG McGregor et al, Akin G Grandchildrens Trust & Lu Akin.

11. Economic Development update. (Michael LooneyVP Economic Development, San Angelo Chamber of Commerce)
Michael Looney gave an update on the various economic development projects that is either already being worked on, or the new ones that will be starting within the next year, despite the COVID outbreak.  He explained the Economic Response and Recovery Program Task Force.
No Action required by the Court.

18.  Consider issues dealing with the following ongoing grants and take any action necessary: 

A. Pugh Park/Harper Park TPWG (7215459)

Christoval Citizens gave testimony to the Court about the previous week-end.  There had been danger to the citizens from the crowd that had gathered at Pugh Park.  Three ambulances had to be called as a result of a motorcycle accident, an underage youth overdosed, and traffic going the wrong way on a one way street.  The noise and near misses with vehicles going too fast, as well as bullying the local residents has created a safety issue.  They requested either to close the park or address 3 issues:  Public Health Abuse; Public Safety Abuse and the Public Property Abuse that they experienced over the week-end.
Commissioner Ford concurred with their concerns and reported that Foster Park also had large crowds, but not as loud and rowdy.
Judge Floyd said he and Commissioner Ford would try to come up with some Park Rules and request more law enforcement presence for the next week-end to curtail some of the activities, as well as involving the Prosecutors in the problem.
Once the renovation of Pugh Park starts, the park will be closed to the public until the project is finished.

19.  Consider issues dealing with the following ongoing construction/remodeling projects and  take any action necessary: No Action taken on these projects.
A. County Courthouse Renovation
Update: Conference call last week about proceeding with getting bids.  Will get bids for the demolition cost of the basement and the columns in the Courtroom.  Bids to go out May 15, to be opened on June 10, and award the project on June 16.

B. County Detention Construction
Update: Continuing inspection of punch list items and reporting back to White Construction.  Hope to be completed by next week.
