The Commissioners' Court of Tom Green County Texas met in Regular Session, March 19, 2019 in the Edd B. & Frances Frink Keyes Building with the following members:

1. Judge Stephen Floyd called the meeting to Order and Determined that a Quorum was present at 8:15 AM.

2. Recessed the Open Session at 8:15 AM.

3. Convened the Closed/Executive Session at 8:15 AM.

The Commissioners' Court will meet in Closed/Executive Session in accordance with V.T.C.A. Government Code, Chapter 551, Subchapter D. as follows:


§551.071(lJ seeking attorney's advice with respect to: (AJ pending or contemplated litigation; or (BJ a settlement offer; or matters where the duty of a public body's counsel to his client, pursuant to the Code of Professional Responsibility of the State Bar of Texas, clearly conflicts with this act; (AJ and/or (BJ including, but not limited to, the following  cases:
Hughes vs. TGC
§551.072 to deliberate with respect to purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third party.

§551.073 to deliberate a negotiated contract for a prospective gift or donation to the state or the governmental body if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

§551.074(1J to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee; or (2J to hear a complaint or charge against an officer or employee, unless employee requests a public  hearing.
§551.076  to deliberate the deployment, or specific occasions for  implementation, of security personnel  or devices.
§551.087 deliberation regarding economic development negotiations.

4. Adjourned the Closed/Executive Session at 8:28 AM.

5. County Judge Stephen C. Floyd reconvened the meeting in Regular Meeting Open Session at 8:33 AM.



6. The Invocation was given by Commissioner Rick Bacon.
Commissioner Bacon led in the Pledges to the United States and the State of Texas. 


7. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
8. Moved to approve the following items on the CONSENT AGENDA as presented: 

A. Acknowledged the minutes from the last meeting(s) of March 12, 2019.

12. Recessed the Open Session and Convened the Public Hearing at 8:38 AM,  to take public comment and answer questions regarding eligibility and designation of two reinvestment zones for property tax abatement.
Public Comment was given by:
Michael Looney, Vice President of Economic Development at the Chamber of Commerce.
Solar Energy is gentle to the land and the livestock.
Monty Humble with High Road Clean Energy, LLC 
Involves 1600 Acres within the Veribest ISD taxing area that will produce 150 megawatts to power about 10,000 homes to be constructed by the end of 2021.
The Second project will be constructed on the XYZ Ranch in the Christoval ISD taxing area on about 1800 acres and will produce 200 megawatts of power projected to also be constructed by the end of 2021. 
These are multimillion dollar facilities to be added to the Commercial Tax Base of Tom Green County.

14. Consider adopting a resolution designating a Reinvestment zone (San Angelo Solar 1) located in TGC, Precinct  1, for property tax abatement under the Property Redevelopment  and Tax Abatement Act, Chapter 312 of the Texas Tax Code.

7.  The County received a Certificate of Appreciation from the 1st Special Training group for the Counties help with their training mission they just completed out in the County.
