1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. The Invocation was given by County Clerk Elizabeth McGill.
Ms. McGill led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
4. Moved to approve the following items, with the exception of Item K,  on the CONSENT AGENDA as presented: 

A. Acknowledged the minutes from the last meeting(s) of February 26th and March 5, 2019.

Mr. Rowe introduced the MHMR Bobcat Basketball Team and their coach, then he announced they would be competing in the State MHMR Tournament, which they have won for the past 2 years.

8. Recessed the Open Session at 8:44 AM.
Convened the Public Hearing at 8:44 AM to take public comment and answer questions regarding eligibility and designation of reinvestment zone for property tax abatement.

Mr. Sam Moore, Property Tax Consultant, explained that they are exploring helping establish a renewable energy source (solar farm) to be located on approximately 3000 acres in the northwest portion of the County (Precinct 3).  The life of this type of renewable energy is 30 to 40 years.  This would be the 2nd of these of the proposed 4, and would take about a year to build.
Michael Looney, Vice President of the Economic Development Board of the Chamber of Commerce, also spoke in favor of the project and the boost to our commercial tax base.

9.  Being no further public comment, Judge Floyd adjourn the Public Hearing and reconvened the Regular Session at 8:50 AM.

10. Consider adopting a resolution designating a Reinvestment zone for property tax abatement under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code.
