1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. The Invocation was given by Judge Stephen C. Floyd.
Judge Floyd led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
4. Moved to approve the following items on the CONSENT AGENDA as presented: 

A. Acknowledged the minutes from the last meeting(s) None presented.  

 
           B.  Moved to approve the Treasurer's Claim Register, through February 13, 2020 in the amount of $705,051.76.

8. Recessed the Open Session and Convened the Public Hearing at  8:48 AM to take public comment and answer questions regarding eligibility and designation of reinvestment zone for property tax abatement.
Commissioner Hoelscher described the proposed area for the reinvestment zone and stated that he had received no negative feedback regarding the solar project.   The project will benefit the Veribest ISD and will be located primarily on the north side of US 67 with a small portion on the south side being located between the Old Ballinger Highway and Harriett RD.  The proposed Bravepost Solar Project will be in the proposed "Tom Green County Reinvestment Zone #61-5926 North US Hwy 67". 

Michael Looney, Economic Development/ Chamber of Commerce, expressed the Chambers support for the project. Proposed to be a 180 million dollar valued project.  13 parcels of land equaling 2,640.52 acres of land and 5 different owners.

Commissioner Bacon commented that there are 650 construction workers employed to build the Rambler Solar Project that is being constructed in Precinct 3. 

9. Adjourned the Public Hearing and reconvened the Open Session at 8:56 AM.
 

10. Consider adopting a resolution designating a Reinvestment zone at the request of RE Bravepost LLC located in TGC, Precinct 1, for property tax abatement under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code.

Moved to approve adopting a Resolution and Order designating a Reinvestment zone to be known as the "Tom Green County Reinvestment Zone #61-5926 North US Hwy 67" at the request of RE Bravepost LLC located in Tom Green County, Precinct 1, for property tax abatement under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code, as presented.

A. County Courthouse Renovation
Update: Awaiting approval from the Historical Commission.

B. County Detention Construction
Update:  Punch list for Units A-E completed.   Working on punch list for N&M then L&K.  Next week will be working on Units J, F & G.  Shower heads are finished.  23 items listed to still be finished...including the final Jail inspection.

1.  Acknowledge that today's Court Agenda was posted February 21, 2020 at 2:10 PM.
 2.  Early Voting continues from 7 AM to 7 PM through Friday.  Primary Election is next Tuesday, March 3.
3.  Michael Looney expressed his thanks to Austin Wilkerson, 9-1-1 Coordinator from CVCOG for his assistance in locating areas for economic development.
4.  Judge Floyd expressed his appreciation for Chuck Shore who came out of retirement to act as President of the Chamber until a new President can be hired.
5. Tonight is the Meals for the Elderly Mardi Gras Fundraiser.

 
  
 21.  Judge Floyd adjourned the meeting at 9:21 AM.
