1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:30 am. 

2. Posting of Colors by the San Angelo Composite Squadron of the Civil Air Patrol. (Cadets Adon Fuchs-Fogg, Gregory Heitzenrater, Jose Ocampo, Calie Reyes, Charles Westphal, Connor Westphal, Alia Lindsey, Jaray Maldonado and Emily Wagner)

3 The Invocation was given by Cadet Jaray Maldonado.
Cadet Emily Wagner led in the Pledge to the United States and Cadet Jose Ocampo led in the Pledge to the State of Texas. 


4 Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
5. Moved to approve the following items on the CONSENT AGENDA as presented:

7.  Consider Burn Ban.  There is no Burn Ban in effect at this time.
             
8. Recessed the Open Session at 8:39 AM.

9. Convene Public Hearing at 8:39 AM, to take public comment and answer questions regarding the tax abatement agreement between TGC and Apex Clean Energy for Angelo Solar, LLC.
Michael Looney, Economic Development/Chamber of Commerce, addressed the Court on the positive impact that Clean Energy brings to the County and the Chambers support for this project.

Ben Semmes, Apex Clean Energy, explained that this will be the second solar project for this area. Project will generate about 195 megawatts and will be around 180 million dollar project added to the tax base, less the 10 year abatement.  

Jeff Snowden, CapEx, consultant for Tom Green County expressed his support for this project.
 
10. Adjourned the Public Hearing and reconvened the Regular Open Session at 8:48 AM.

11. Consider and take appropriate action on an order concerning a proposed form of tax abatement agreement between Tom Green County and Apex Clean Energy for Angelo Solar, LLC pursuant to the County's Guidelines and Criteria under the Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code. Angelo Solar, LLC proposes approximately $ 190,500,000 in property improvements related to the production of renewable energy utilizing solar panels. The property subject to the abatement agreement is located of FM2288 in Precinct 3 of Tom Green County and owned by either Queen Bees or Murph  March Compton, Jr. Reinvestment zones known as Angelo Solar Reinvestment Zone and the Angelo Solar Section B Reinvestment Zone have been established for the property in question.

13. Consider presentation on RE Bravepost, LLC, a proposed solar energy project managed by Recurrent Energy and located in Precinct  1, off of US Hwy 67 North.  (Garrett Peters of KE Andrews) 

Dan Uminski, Recurrent Energy, explained the proposed solar energy project to be located off of US Hwy 67 located in Precinct 1.  He explained that this would help the Veribest ISD with tax funding.

Commissioner Hoelscher said he has had no complaints or feedback in regard to this project.
There was no Action taken at this time.

Update: Waiting on Historical Commission's Review.  Grant application for funding will be renewed.

B. County Detention Construction
Update: Waiting on installation of some additional phone lines.  The shower heads that need to be changed out are on order.  Meeting with all parties February 19, 2020.  Working on punch list.

   2.  Michael Looney announced that an Edmondson, Alberta Canadian Shipping Pipeline Terminal will be relocating to the San Angelo Industrial Park.
