1. County Judge Pro-Tem Rick Bacon called the meeting to order and ratified that a Quorum is present at 8:31 am. 

2. The Invocation was given by County Clerk Elizabeth McGill.
Ms. McGill led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.
             
4. Moved to approve the following items on the CONSENT AGENDA as presented: 

A. Acknowledged the minutes from the last meeting(s) of February 4, 2020. 

 
           B.  Moved to approve the Treasurer's Claim Register, through January 31, 2020 in the amount of $833,822.10 and No  Bills to be paid.

6.  Consider Burn Ban.  Burn Ban is off.
             
7. Recessed the Open Session and Convened a Public Hearing at 8:38 AM to take public comment and answer questions regarding eligibility and designation of reinvestment zone for property tax abatement.

Josh Randall, a representative for the Langford Wind Power LLC, explained that it is time to refurbish the wind turbines with blade replacements and other maintenance.

Rick Bacon explained that the reinvestment zones are for a 5 year period and so that is why we have to reconsider whether or not to renew the zone, as this one area has been in existence for several years.

8. Adjourned the Public Hearing and reconvened the Open Session at 8:40 AM.

9. Consider adopting a resolution designating a Reinvestment zone located in Precinct 4 of Tom Green County
at the request of Langford Wind Power LLC, for property tax abatement under the Property Redevelopment
and Tax Abatement Act, Chapter 312 of the Texas Tax Code.

17.   Announcements: 
 
1.  Acknowledge that today's Court Agenda was posted February 7th, 2020 at 2:33 PM.
2.  County Offices will be closed Monday, February 17, 2020 in honor of Presidents Day.
3.  Anthony Monico will be sworn in Monday, February 17, 2020 at 10:00 AM,  in the 119th District Courtroom, as the newly Appointed District Clerk of Tom Green County.  Anthony will be replacing long time District Clerk, Sheri Woodfin, whose last official day will be Saturday, February 15th, 2020.
4.  San Angelo Stock Show, Rodeo and midway continues this week.
5.  Tom Green County will be hosting the 91st Annual West Texas County Judges and Commissioners Association Conference in San Angelo April 21-24, 2020.
  
 18.  Judge Pro-Tem Bacon adjourned the meeting at 9:15 AM.
