1. County Judge Stephen C. Floyd called the meeting to order and ratified that a Quorum is present at 8:31 am. 

2. The Invocation was given by Commissioner  Sammy Farmer.                                  
Commissioner Farmer led in the Pledges to the United States and the State of Texas. 


3. Announcement: Anyone intending to address the Commissioners’ Court shall complete and turn in to the County Judge a Witness Testimony form with the exception of Tom Green County Employees who are providing resource information pursuant to an Agenda item.

6. Consider Tom Green County Health & Wellness Committee presentation and recommendation for employee wellness incentives for 2020.  (Courtney Redman and Mark Zollitsch, TAC)

Courtney Redman and Mark Zollitsch, (Texas Association of Counties) made a presentation regarding the insurance savings when personnel do regular annual check-ups and participate in healthy active lifestyles.  The goal is to get as much participation from the employees as possible, therefore reducing major claims and resulting in greater savings for the County and to reduce the cost to the employees for their dependents.

7. Presentation regarding initiation of Juvenile Justice Center mentor program. (Monica Schniers, Chief Juvenile Probation Officer)

Monica Schniers, Chief Juvenile Probation Officer, introduced J.G. Wood, new Probation Director transferring from Brazos County.  They made a presentation to the Court to introduce a new program they will be putting in place after the first of the year.  The Concho Valley Connect Mentoring Program called PACT (Positive Achievement Change Tool).  They are enacting this mentoring program to have positive role models for the juveniles to look up to and have as positive examples to reduce the reoccurrence of negative actions.  No Action required from the Court, but an introduction for positive role models to apply.
             
8. Consider authorizing county-issued cell phones to Constables and Constable Deputies in lieu of the deputy salary supplement through AT&T FirstNet at a monthly cost of $44.99 per line utilizing Texas DIR purchasing cooperative contract DIR-TS0-3420 and authorize County Judge to sign the contracts and line item transfers. (Constable Randy Harris)

A. County Courthouse Renovation  No Action.
Update:  Received 75% of Construction Document that is being reviewed.  HDR will be meeting with the District Clerk to discuss the layout for the Cubicals in that office.  Taking another look at the columns in the Courtroom to make sure of the load structure and other factors in removing the columns.  
B. County Detention Construction
Update:Kitchen is almost complete except for the walk-in oven. The bulbs have been installed in the outside lighting and it is being lit up.  Did Smoke purge testing and found some exhaust fans that were not functioning properly, so those are being replaced.

1.  Acknowledge that today's Court Agenda was posted December 13, 2019 at  12:37 PM.  
2.  Sheri Woodfin, District Clerk, announced that her last day with the County would be February 15, 2020.  She will be taking a job with the Texas Office of Court Administrators (OCA).
3.  There will be no Court next week (December 24, 2019).
4.  County Offices will be Closed Tuesday, Wednesday and Thursday (December 24-26) for the Christmas Holidays.
5.  Next Regular Commissioners' Court will be December 31, 2019.

Following the Regular Session of Court, a Salary Study Workshop was held.  HR Director Nate Southard and the Consultant from Korn Ferry explained the results of the Salary Survey that they had done.  Tom Green County is below the salary curve of similar size entities.  Several options were presented for thought.  No Action was Taken.
Discussion and Action will be taken at the December 31, 2019 meeting.
